Boe Hayward

Boe Hayward is a native San Franciscan, seasoned political strategist, and the city’s go-to land use and neighborhood outreach expert. He currently advises a wide range of corporations, real estate clients and nonprofits navigating San Francisco’s complex political and development landscape.

From 2005 to 2011, Boe served as Chief of Staff to Supervisor Bevan Dufty at City Hall, where he led legislative strategy, negotiated land use policy, and advised on communications and budget. Prior to that, he managed campaigns ranging from local ballot measures to congressional and gubernatorial races across the country.

Since founding his own consultancy in 2011, Boe has advised high-profile clients including AT&T, Meta, Salesforce, Uber, Stripe, Audi USA, Wells Fargo, Prologis, One Medical, San Francisco University High School, Acadia Realty, Zendesk, and more.

Boe has played a central role in some of San Francisco’s most complex and high-stakes development projects. He led the political strategy behind Zendesk’s pioneering Community Benefit Agreement in the Mid-Market neighborhood, Strada’s amendments to the Mission Bay Plan, and the successful effort to entitle the largest logistics facility in San Francisco’s history for Prologis with more than two million square feet. He managed the expansion efforts for a number of independent schools including Hamlin, University High School and the San Francisco Day School while helping One Medical grows its footprint in the region. Boe led political strategy and secured key entitlements for projects like Oceanwide Center, the controversial “Beast on Bryant,” and for Parcel F and Block 4 (Hines).

Boe’s deep experience also includes navigating rezonings, affordability mandates, and community benefit negotiations. From delivering a mixed use project with 600 total units located at 1629 Market to championing the first “Home-SF” project at 99 Ocean, Boe has shown consistent success in navigating the interests of the City with his clients goals and bottom lines in mind. Over the past decade and a half, Boe has helped unlock and entitle thousands of new homes across the city, thousands of square feet of office and dozens of retail locations in neighborhoods across the San Francisco.  Boe’s experience and relationships at City Hall allow him to maintain the clients goals, while building community support and positive results.

Boe is a former board member of Equality California, Friends of the Urban Forest, Stern Grove Festival, Bothin Foundation and San Francisco University High School. He holds degrees in English Literature, Psychology, and Advertising from the University of Colorado, Boulder. He lives in the Richmond District with his wife, Sophie Middlebrook Hayward, and their three children.

In 2025, Boe was named one of the SF Standard’s Top 100 Most Influential People in San Francisco.
