Chris Micheli brings more than 30 years of experience navigating California’s legislative and regulatory arenas. As Of Counsel in Lighthouse’s Sacramento office, he advises clients on state advocacy strategies across a broad range of policy areas, including taxation, transportation, labor, and civil liability.

A seasoned attorney, lobbyist, author, and educator, Chris is also a founding partner of Snodgrass & Micheli. He has testified extensively before the California Legislature and state agencies, drafted numerous bills and regulations, and is widely regarded as one of the state's foremost experts on legislative process and state tax policy. The Wall Street Journal called him “one of the top three business tax lobbyists in the state,” and Capitol Weekly described him as “the biggest policy wonk” at the Capitol.

Chris’s legal background includes serving as General Counsel to the California Manufacturers Association and arguing before the California Supreme Court and Courts of Appeal. He has published hundreds of articles and more than 50 books and guides on California government, lawmaking, and taxation, and he regularly contributes commentary in legal and public-policy forums.

In addition to his work with clients, Chris serves as an adjunct professor of law at McGeorge School of Law and a lecturer at UC Davis School of Law, where he teaches legislative drafting and California lawmaking. He is also the lead instructor for the UC Merced Professional Certificate in California State Government.

A frequent media contributor and public speaker, Chris shares insights through social media, blogs, and training seminars for professionals engaged in California government affairs. He lives in Sacramento with his wife and three children.
