With over thirty years of experience in Sacramento, Washington D.C., and Orange County, Holly is a seasoned lobbyist who consistently delivers results. She combines a depth of expertise with a hands-on approach to every challenge to advance her clients’ goals. Since joining Lighthouse Public Affairs in 2018, she has leveraged the firm’s boutique culture to give personalized attention to each client and to engage directly with lawmakers and decision-makers in the Capitol. Holly’s direct relationships with lawmakers on both sides of the political aisle ensure that her clients’ priorities are championed effectively in Sacramento.  

Holly is well known in the capitol as a housing policy expert and a skilled strategist in passing big bills. She has led efforts to expand housing supply and increase homeownership opportunities, often overcoming entrenched political interests who have opposed those efforts. Through her leadership and guidance, what originally began as Bay Area initiatives to expand housing supply have become both state and national priorities.  She is also a regular speaker at industry conferences and leads workshops to help nonprofits and advocates understand the legislative process and build effective campaigns.

Holly is passionate about advocating for thriving, healthy and vibrant communities throughout the entire state for future generations. Before joining Lighthouse Public Affairs, she served as a special advisor in Governor Gray Davis’s administration and worked in local government during Orange County’s bankruptcy recovery period. An early internship at the U.S. Supreme Court’s Public Information Office sparked her lasting interest in constitutional law and policy. Holly holds a B.A. in Political Science from Chapman University and an M.P.A. from the University of Southern California. She lives in Sacramento with her husband, Chris, and daughter, Angelina.
