Lighthouse Public Affairs has played a critical role in advancing housing equity across California through our long-standing partnership with Habitat for Humanity California. For over a decade, our advisors have led Habitat’s legislative advocacy at the state level—delivering strategic guidance, message development, and advocacy training to support their public affairs and communications efforts. Our work has helped secure major policy wins, including the passage of AB 668 (Gomez, 2015), which provides property tax relief for low-income homeowners of deed-restricted properties; AB 587 (Friedman, 2019), allowing Habitat-built ADUs to be sold separately from the main home; and AB 2217 (Reyes, 2022), which raised the per-unit and project funding caps for the CalHome program.

These collective efforts directly contributed to a significant investment in affordable homeownership through the CalHome Program. The 2022 Budget Act allocated $350 million—$250 million in one-time General Fund resources and an additional $100 million for FY 2023–24—to the Department of Housing and Community Development. This funding supports grants to local agencies and nonprofits for the development of deed-restricted, owner-occupied homes and provides crucial mortgage assistance and counseling to low- and very-low-income first-time homebuyers. Lighthouse continues to lead on policy initiatives that translate into real housing opportunities for families across California.
