The Committee to House the Bay Area (3Ps)/Non-Profit Housing Association of Northern California, a coalition including affordable housing advocates, developers, local governments, and local agencies, which worked over the last two years to pass an aggressive package of pro-housing bills. Lighthouse remained the lead coalition manager and political strategist among more than 50 coalition partners for their “3Ps(Protections, Preservation, Production)” campaign in support of over 35 legislative housing priorities during the 2019-2020 and 2021-2022 legislative sessions, aimed at producing housing, preserving existing affordable units, and protecting tenants. Lighthouse played a critical role in driving several highly contested land use policies through the unpredictable legislative process, including SB 330(Skinner), SB 9(Atkins), SB 10(Wiener), AB 1483(Grayson), AB 1484(Grayson), AB 1485 (Wicks), AB 1486(Ting), and AB 1482(Chiu) in the 2019-2020 Legislative Session. Our facilitation of the discussions among unusual allies, including Bay-Area based developers and landlords, worked favorably towards gaining the necessary legislative support for AB 1482, which created the strongest anti-rent gouging and just cause for eviction protections in the country.
