Lighthouse Public Affairs led the entitlement strategy for Hines’ Parcel F, a landmark mixed-use development located in the heart of San Francisco’s Transbay District. As the political and community outreach lead, Lighthouse was instrumental in positioning Parcel F as a critical component of the City’s long-term vision for downtown growth and connectivity. Working in close collaboration with Hines, Goldman Sachs, and Urban Pacific Development, Lighthouse built and managed a coalition of support across city agencies, elected officials, labor organizations, and neighborhood stakeholders. The firm emphasized Parcel F’s alignment with regional goals around housing, job creation, and transit access—particularly its unique pedestrian connection between the Salesforce Transit Center and Salesforce Tower.

Lighthouse managed the project’s entitlement timeline from pre-development through approval, navigating issues such as height, shadow impacts, and land use consistency within the evolving Transbay Plan. The firm led public presentations, coordinated messaging, and secured key endorsements from civic and business leaders. Parcel F’s approval, which included entitlements for office, hotel, residential, and retail uses in a 61-story tower, reflected Lighthouse’s ability to balance complex technical requirements with political and community realities. Their work ensured Parcel F moved forward as a signature vertical mixed-use project in San Francisco’s skyline.
